Moreover, the program experts conducted the analytical studies of the quality of work of the local authorities in connection with access to justice in Khmilnyk (Vinnytsia Region), Kreminna (Luhansk Region), and Uzyn (Kyiv Region). Such components are being implemented for the first time, and already have preliminary results. <\/strong><\/p>\n\n\n\n<p><strong>Analytical Component<\/strong><\/p>\n\n\n\n<p>This component is made of\nseveral stages. The program experts studied the work of the local authorities\nin the areas that were most consistent with the context of each of the three\ncommunities. In general, they were associated with:<\/p>\n\n\n\n<ul><li>Access to justice<\/li><li>Community security <\/li><li>Decent living standards<\/li><li>Labour and working\nconditions<\/li><li>Right to information<\/li><li>Social protection of the\nvulnerable groups<\/li><li>Participation in\nresolution of local issues<\/li><\/ul>\n\n\n\n<p>Also, the experts examined\nthe efficiency of the regulatory policy.<\/p>\n\n\n\n<p>It was assessed how efficient the programs in the communities were, what actions they included, and whether the local authorities could act strategically in decision making and involve community members in the process.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh3.googleusercontent.com\/uZYGwpXC7D8FgoFRofcrLMS1SOfS0-oABzHs1pRy1wjr_-LZNyVkJlh-lUMb0Xj4seISTqp42323q7H5bqRvTVsrQTdzf7ypygAeHiU1WfqtUdQU7LjUrt1lsYc27pzZrxuSFeVi\" alt=\"\"\/><figcaption> <em>Photo: <strong>Taras Shcherbatiuk<\/strong>, the Program Expert.<\/em> <\/figcaption><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p>\u201c<em>The study was deeper than the one generally conducted within other\nprograms. When we zed the local programmes, decisions, and actions plans, we\nconsidered how they were consistent with the local community development\nstrategies. Owing to that approach, we were able to assess the work of the\nlocal authorities in more detail,<\/em>\u201d <em>noted\n<\/em><strong>Taras Shcherbatiuk<\/strong>, the Program\nExpert. <\/p>\n\n\n\n<p>The next stage is fourteen\nin-depth interviews with the representatives of the local authorities. The\ninterviews were supposed to check and update the information collected during\nthe study.<\/p>\n\n\n\n<p><em>\u201cThe in-depth interviews turned out to be a valuable addition\nto the office study because the information from open sources and official\ndocuments does not always reliably represent issues and challenges that are really\non the agenda in the community as well as the considerable scope of the actions\nactually taken by the local authorities in the areas and directions we analyzed.\nAs for access to justice, we found out that each community had the\ninfrastructure that provided primary and sometimes secondary legal aid and legal\nawareness, but there were accessibility issues among those who resided far from\nthe administrative center of the community or needed to resolve the matter\nurgently. An interesting example is the Khmilnyk Community made of more than 40\nvillages: the issue was resolved comprehensively, by developing the network of\nparalegals from among the locals &nbsp;and village\nelders,\u201d <\/em>says\n<strong>Maryna Shpiker<\/strong>, the Program Sociologist.<\/p>\n\n\n\n<p>On collecting and analyzing\nthe information, the Program experts met the representatives of the local\nauthorities at the strategic sessions. The meetings helped identify the major\nchallenges of the community and tried to find ways to overcome them together. <\/p>\n\n\n\n<p><em>\u201cYou cannot develop cooperation with the communities from an office in Kyiv by sending inquiries. Together with the employees of the city council, village elders, and local council memebers in each community, we plunged into the understanding of access to justice not only as access to legal aid but also the key to resolving issues in different areas of the community life. The community security provided integral solutions to provide the community residents with high-quality drinking water. As for the other area, the regulatory policy, the local business people must participate in preparation, discussion, and adoption of regulatory acts by the local authorities.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh4.googleusercontent.com\/ZdeskXMxsOxYbyAv1FEpbKOAuFCcqRRfnG8K8q2d6wcirnVQpVLhNQBw9Ehf_QOWXc2_LTQ5aTdbLTNNCJwbFbeTv1eCGySyYyAsitepAISAc9nyJc2SjOyf2laYRKVKAcHb3hbi\" alt=\"\"\/><figcaption> <em>Photo: work of the strategic session in Uzyn (Kyiv oblast).<\/em> <\/figcaption><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>As for the representatives of the local self-government in\nthe Uzyn Community (Kyiv oblast)<\/strong>, their agenda also includes the environmental\nproblems and facilitation of the specialized cooperation in the agricultural\nsector (particularly gardening).<\/p>\n\n\n\n<p>The information discussed\nduring the strategic sessions will be the basis for recommendations to improve\naccess to justice for the community residents. The experts of the Human Rights\nFriendly Community Program, together with the representatives of the local\nauthorities, are planning to complete this work by the end of March 2022.<\/p>\n\n\n\n<p><strong>Implementation of the Road Maps<\/strong><\/p>\n\n\n\n<p>Following the social\nstudies of the legal needs and challenges in the communities last year, the\ninitiative groups from Kakhovka in the Kherson oblast, Poltava, Kamyanka-Buzka\nin the Lviv oblast and Vilkhivka in the Kharkiv oblast obtained financial\nsupport for the implementation of their road maps. Their awareness-raising and\nadvocacy work started in October 2021. Here are some of the results that the\nlocal activists can already share.<\/p>\n\n\n\n<p><strong>Kakhovka<\/strong><\/p>\n\n\n\n<p>In October, 2021, the\nlocal initiative group presented the findings of the sociological study at the\ncity council session. The following month, the mayor issued the order to\nestablish the task force to draft local legal empowerment program . <\/p>\n\n\n\n<p><em>\u201cIt was the start of the pre-final part of the project\nimplementation. Our entire group started active work with the draft program and\nmaterials for the advocacy campaign. The activists have already introduced the findings of the sociological study of the legal needs and challenges of the local residents to the community and initiated the creation of the draft program for providing legal aid and improving security until 2024. The representatives of\nthe social sphere of the community and law enforcement officers were involved\nin the events. Owing to the active legal awareness-raising work, the group\ntries to increase the residents\u2019 awareness of legal aid opportunities, which\nwill help establish efficient communication between the residents and the local\ncentre of secondary free legal aid and local authorities to access to justice.<\/p>\n\n\n\n<p>Since the community is\nworking to optimize the programs and strategies, the legal empowerment component\nwill be incorporated into the existing program and strategic documents of the\nPoltava Territorial Community.<\/p>\n\n\n\n<p><em>\u201cWe are aimed at the target program \u2018Developing Adult Education\u2019. Our group is engaged inchanges to better access to justice in the existing program. They provided free legal aid to the community residents and\npresented the study findings. More than 170 legal consultations were given\nwithin this work.
