On June 15, 2018, a Memorandum on the Interaction of Legal Aid Providers\u00a0in Ukraine was signed.<\/p>\n

On behalf of their organizations, the document was signed by Oleksiy Bonyuk<\/b><\/strong>, Director of the Coordination Center for Legal Aid Provision, Yevgen Poltenko<\/b><\/strong>, Executive Director of the Legal Development Network, and Mykola Sioma<\/b><\/strong>, Director of the Ukrainian Legal Aid Foundation.<\/p>\n

During the meeting, Yevgen\u00a0Poltenko<\/strong> noted that the signing of the Memorandum was preceded by almost 9 months of tedious work aimed at the\u00a0harmonization of its provisions. The signed document provides a formal foundation for joining\u00a0resources, capacity and expertise of all parties interested in expanding access to justice: in particular, setting up a system of redirection between all providers of legal (and not only legal) assistance, unification of working standards, development of new legal products and services for communities.<\/p>\n

According to Mr.Poltenko<\/strong>, it is necessary to work out a plan of joint actions of providers. He believes that\u00a0the signing of the document may be a step towards the unification of efforts, which will allow to establish common rules for the providers\u2019 work and to monitor their compliance.<\/p>\n

Mykola Sioma<\/b><\/strong>\u00a0noted that Ukrainian civil society reached the level of maturity when it\u00a0could clearly articulate its needs and messages. This, in particular, concerns\u00a0the need to combine the efforts of free legal aid providers\u00a0in order to work more effectively.<\/p>\n

Oleksiy Bonyuk<\/b><\/strong>\u00a0pointed out that the signing of such a Memorandum could become an intermediate stage, which will help to determine the image of the legal aid providers\u2019 community at the local and national level in the future. It will also help\u00a0to\u00a0create an independent legal aid\u00a0provider.<\/p>\n

In his opinion, it is very important that there is an\u00a0opportunity to successfully operate and develop non-government legal aid\u00a0providers\u00a0in Ukraine, and a joint initiative can lead to the development of an effective model for providing legal aid.<\/p>\n

According to Mr.<\/b><\/strong>Bonyuk<\/b><\/strong>, the signing of the Memorandum is only the beginning, which nevertheless opens the way to the development of the\u00a0common standards for the provision of legal aid and its\u00a0regulation.<\/p>\n

The meeting was also attended by Director of the \u201cHuman Rights and Justice\u201d\u00a0Program of the International Renaissance Foundation Roman Romanov<\/b><\/strong>, Coordinator of the \u201cHuman Rights and Justice\u201d\u00a0Program Olga <\/b><\/strong>H<\/b><\/strong>alchenko<\/b><\/strong>\u00a0and USAID \u201cNew Justice\u201d\u00a0Program\u00a0Advisor on Civil Society Affairs Valent<\/b><\/strong>y<\/b><\/strong>na Mudrik<\/b><\/strong>.<\/p>\n

Roman Romanov<\/b><\/strong>\u00a0noted the importance of signing the Memorandum, which, in particular, will allow to improve the redirection system when providing\u00a0free legal aid. He also emphasized\u00a0the social aspect of free legal aid system functioning.<\/p>\n

The participants of the meeting discussed some more issues of actual cooperation between free legal aid\u00a0providers. In particular, the exchange of information and the shared use of databases.<\/p>\n

The day before, on June 14, the Memorandum was signed by Victor Yanyshen<\/b><\/strong>,\u00a0chairman of the Board of the Association of Legal\u00a0Clinics of Ukraine”.<\/p>\n

Thus, at the moment, the document has been signed by five free legal aid providers: the Association of Legal\u00a0Clinics of Ukraine, the Coordination Center\u00a0for Legal Aid Provision, the Legal Development Network, the Ukrainian Helsinki Human Rights Union and the Ukrainian Legal Aid\u00a0Foundation .<\/p>\n

The\u00a0NGO “All-Ukrainian human rights organization\u00a0“Legal Hundred”\u00a0have also expressed their interest in signing the document.<\/p>\n

The document is open for signing by other organizations.<\/p>\n
