Mission – completed: Volunteer managed to deliver aid in time to military record update

Serhii, resident of Vinnytsia City, is a volunteer of a non-governmental organization occasionally travels to combat zone along other collogues in order to deliver aid for soldiers. He turned to the Podil Human Rights Center Non-Governmental Organization for legal advice on mobilization issue.
The man applied to the Territorial Staffing Center by July 16, 2024, to update his military registration record, as required by the Law of Ukraine “On mobilization and mobilization training”. At the same time, he applied for a deferral, as he is the father of three children and his family has the status of a large family.
Dut to high workload of Territorial Staffing Center employees, Serhii was scheduled to collect the decision as late as the second part of August.
Leaving for his planned volunteer trip to Kramatorsk, he installed Rezerv+ application, but didn’t find any information any information about himself. When updating his data in the app, he received message “Data not found, contact Territorial Staffing Center”. Meanwhile, the volunteer mission had to be completed by the end of July.
Serhii, turned to Mykhailo Bardyn, Lawyer and Head of the Organization, with an issue, concerning the possibility to accomplish the mission, given the circumstances.
Lawyer explained that new Law “On mobilization and mobilization training” authorizes officials of the Territorial Staffing Center and the National Police to check military registration records of men aged 18 to 60. The obligation to carry a military registration document and present it at the request of an authorized representative of the Territorial Staffing and Social Support Center or a police officer is established by Clause 6 of Article 22 of the said Law.
“In this situation, Serhii fulfilled his obligation to update his military registration record, but for reasons beyond his control, he was unable to obtain a military registration document,” the Lawyer comments, ”At the same time, he still had the right to successfully fulfill his volunteer mission.
Mykhailo Bardyn, advised the Volunteer, to have the following documents on him in order to avoid difficulties during block-post checkups on the way to Kramatorsk and back:
- Identification document
- Proof of applying to the Territorial Staffing and Social Support Center (a copy of the application with attachments marked with a stamp of acceptance)
- Notice to appear at the Territorial Staffing and Social Support Center.
Upon consultation, Serhii prepared all the necessary documents, which gave him the right to make a volunteer trip and return home without violating the Law On Mobilization.
